Modular Qualifications

The new Qualifications Credit Framework (QCF) forms an integral part of a larger UK Vocational Qualification Reform Programme and is a demand led framework of recognising skills and qualifications. It is a simple system that allows learners to undertake bite-sized modules of learning. Credit values are assigned to each module based on hours of learning required to complete. These credits can then be banked for life. Rules of combination are then applied which allow the accumulated credits to be added up to make full qualifications. It enables people to gain qualifications at their own pace along flexible routes.

The new Framework will save time, save costs and allow for a much more effective use of qualifications and a more targeted approach to training, adding value to companies’ training programmes and supporting lifelong learning.

The QCF is being implemented in England, Northern Ireland and Wales. In Wales the QCF will form part of the larger Credit and Qualifications Framework for Wales (CQFW). Scotland is already operating under the Scottish Credit and Qualifications Framework (SCQF), which differs in structure to the QCF. The SCQF is Scotland’s lifelong learning framework to recognise academic, vocational and general qualifications. Cross framework articulation is currently under review.

Ofqual, and its partner qualifications regulators in Northern Ireland (CCEA) and Wales (DCELLS), is responsible for regulation of the QCF.

The regulatory requirements that apply to the organisations that operate within and the qualifications that are accredited into the QCF, are set out in Regulatory arrangements for the Qualifications and Credit Framework. The QCF is now open for accreditations. All key qualifications will be migrated by 2010 and the QCF will be fully operational from January 2011 onwards. To view the Migration Plan, click here
